Israeli Firm Unveils Plan to Turn Cargo Ships into Low-Cost Drone Carriers

Elbit Systems proposes converting commercial vessels into drone launch platforms as navies seek affordable alternatives to aircraft carriers

Israeli defense company Elbit Systems has unveiled a concept to convert commercial cargo ships into drone carriers, offering navies a lower-cost alternative to traditional aircraft carriers for maritime surveillance and security missions.

The concept is centered around the Hermes 650 Spark unmanned aerial vehicle (UAV), with each converted vessel capable of carrying nine to 12 drones along with launch and recovery equipment, mission support systems, and flight control infrastructure.

A Cost-Effective Alternative to Aircraft Carriers

Aircraft carriers remain among the most expensive military assets, requiring billions of dollars to build, large crews to operate, and extensive escort fleets for protection.

Elbit’s proposal aims to provide extended maritime surveillance and operational reach without the financial and logistical burden of a conventional carrier.

Unlike fighter aircraft, drones require significantly less infrastructure for launch and recovery, eliminating the need for catapults, arrestor wires, and heavily reinforced flight decks. This allows commercial ships to be adapted into operational drone platforms with fewer structural modifications.

Hermes 650 Spark Designed for Maritime Operations

At the heart of the concept is the Hermes 650 Spark, a medium-altitude, long-endurance drone designed for greater operational flexibility.

The UAV features:

  • A front-mounted engine that enables short takeoff and landing
  • Two payload bays for mission equipment
  • Satellite communications capability
  • Built-in health monitoring and diagnostic systems
  • Increased payload capacity and extended endurance

Its short takeoff and landing capability makes it suitable for operating from the limited deck space available on converted commercial vessels.

Shared Control Infrastructure

One of the proposal’s key advantages is interoperability with Elbit’s Hermes 900 drone.

The Hermes 650 Spark uses the same ground control architecture, allowing operators to manage both platforms through a single control system. Under the proposed concept, ships would primarily function as launch and recovery platforms, while mission control could remain at land-based command centers.

This approach reduces onboard crew requirements and simplifies integration for military customers already operating Hermes 900 fleets.

Potential Applications

Elbit believes the concept could appeal to countries responsible for monitoring vast maritime areas without maintaining large carrier fleets.

The company highlighted potential use cases including:

  • Japan’s extensive maritime territory
  • Denmark’s responsibilities around Greenland
  • Germany’s security requirements in the Baltic Sea

The system could also support protection of offshore energy infrastructure.

For Israel, long-endurance drones launched from converted vessels could provide persistent surveillance around offshore natural gas platforms, enhancing early warning against drone, missile, and maritime threats.

No Customers Announced Yet

Elbit has not announced any customers, deployment schedule, or development timeline for the concept.

Industry observers view the announcement as an effort to position the company in the growing market for naval unmanned systems, where firms such as Turkey’s Baykar and South Korea’s Hanwha are also expanding their offerings.

Growing Interest in Carrier-Based Drones

The proposal comes as navies worldwide increasingly explore the use of unmanned aircraft for maritime missions, including intelligence, surveillance, reconnaissance, strike operations, anti-submarine warfare, and aerial refueling.

As defense planners look for more affordable ways to expand naval aviation capabilities, concepts such as drone-equipped commercial vessels could offer an alternative for countries that require persistent maritime coverage but cannot justify the cost of operating traditional aircraft carriers.
