Pakistan Partners with Silicon Valley’s Plug and Play to Boost Startup Growth

New agreement aims to connect Pakistani entrepreneurs with global investors, mentors and technology networks

Pakistan has signed a Letter of Intent (LoI) with Plug and Play Tech Center, one of Silicon Valley’s leading innovation platforms, in a move aimed at strengthening the country’s startup ecosystem and expanding access to global investment and mentorship opportunities.

The agreement seeks to connect Pakistani startups with international innovation networks, helping entrepreneurs scale their businesses and gain exposure to global markets.

The signing was witnessed by Federal Minister for Planning, Development and Special Initiatives Ahsan Iqbal during his visit to Plug and Play’s headquarters in California. During the visit, he met Plug and Play Founder and Chief Executive Officer Saeed Amidi to discuss long-term cooperation in technology, entrepreneurship and innovation.

Innovation hubs planned in Islamabad and Karachi

As part of the partnership, Plug and Play plans to establish operations in Islamabad and Karachi, creating innovation hubs designed to support emerging technology companies.

The centres will serve as platforms for startup development, providing entrepreneurs with access to mentorship programmes, business support services and connections to international investors and corporate partners.

Officials say the initiative is expected to strengthen Pakistan’s entrepreneurial landscape and create new opportunities for technology-driven businesses.

Support for 300 university startups

The programme will offer acceleration and growth opportunities to 300 startups from leading Pakistani universities, helping young entrepreneurs transform ideas into commercially viable businesses.

Participating startups will gain access to Plug and Play’s global network, which includes more than 600 multinational corporations, venture capital firms, industry experts and technology leaders.

The partnership is expected to provide startups with mentorship, strategic collaborations and opportunities to enter international markets, areas that have often remained challenging for early-stage Pakistani companies.

Focus on technology and innovation

The collaboration forms part of broader efforts to promote innovation-led economic growth and encourage the adoption of emerging technologies.

Officials said the programme will support startups working in sectors such as artificial intelligence, fintech, digital services, enterprise technology and other innovation-driven industries.

By strengthening links between academia, industry and investors, the initiative aims to accelerate the commercialisation of technology-based ideas and improve the country’s innovation capacity.

Government seeks stronger global connections

Speaking during the visit, Ahsan Iqbal said the government is committed to creating opportunities for Pakistan’s growing community of entrepreneurs and technology professionals.

He noted that international partnerships can help local startups expand beyond domestic markets while contributing to economic growth at home.

Industry observers say greater access to global investors and accelerator programmes could help address one of the biggest challenges facing Pakistani startups: securing funding and scaling operations internationally.

Growing international interest in Pakistan’s tech sector

The agreement comes as Pakistan’s technology and startup ecosystem continues to attract increasing international attention.

In recent years, local startups have expanded into sectors ranging from financial technology and e-commerce to health technology and logistics, while a growing pool of young software developers and entrepreneurs has strengthened the country’s digital economy.

Experts believe partnerships with global innovation platforms such as Plug and Play could help Pakistan integrate more closely with international technology ecosystems and improve the visibility of local startups on the global stage.

Officials described the agreement as another step towards transforming Pakistan into a knowledge-based economy, driven by innovation, technology and entrepreneurship. If implemented successfully, the initiative could open new pathways for investment, job creation and the development of globally competitive technology companies.
